They were trying to maintain the "manga" aesthetic with her.
Of course when everyone looks normal except her looking like a Japanese comic book character... its unsettling.

She's supposed to look doll-like and innocent. I understand that they are adding more outlandish looking cyborg characters so her appearance wouldn't look totally out of place.
