It's in the unsorted vidcap section in the wiki and I see it posted to places like tumblr and the like but never with a source title. Any reverse image searching just links to here or the wiki, again with no source.
I thought it was AD police at first cause the art style looks similar but I've skimmed through it and I haven't seen it (though I wasn't thorough).

Double post - Yep, it's from episode 14, about 20ish minutes in and 27ish. Also some broken robots at 40ish (that's about as far as I skimmed so there could be more, it's 90 mins) and in the previous ep there's a robot band that goes haywire.
