"Still Not Quite Human" (1992)
I know that the final chapter of Disney's Not Quite Human trilogy doesn't get as much coverage or love here when compare to the second movie (which was heavy on fembot/gynoid content thanks to Katie Barbari's performance as Roberta, Chip's robotic love interest), but there's still some fembot content in the third movie. About 12 minutes in, there's a blonde haired robotic lady (we know that she's "artificial" because there's an electrical cord behind her left leg that's plugged into a wall) in a silver blouse handing out papers to guests at a robotics convention.

Give it a few more years, maybe a decade or two, and they probably will. But now, not going to happen.
For now, as is probably the case with 'her', your best bet is an actress who knows how to work the role

I meant to ask, does anybody have any clue who the actress is:
I tried looking in IMDb but I don't think that she is listed.
