I know the scene you are talking about. The only reason that I didn't reply originally was because she isn't a fembot (although this would have been an EXCELLENT robotic/malfunction interrogation scene if she was). This is more robotic than most movies with fembots have.

Pretty sure it's an effect. They did a similar thing in Akta Manniskor.

I've seen online where folks apparently can see seam/overlay of the two images of the actress's face, to create the impression that Jessica's eyes move independently.

There was a similar scene in Invasion of the Body Snatchers (1978) where the actress is moving her eyes
