It's a manip someone made at my request over at the 4chan image board. The character is Arisaka Hatsune and the show is Tonagura. No idea what it's about, but I know it doesn't have robowomen in it (originally, at least.) I'd link to the original image, but I'm not sure if the link is able to be posted here. I haven't seen any violation-worthy material on the site, but then again, I don't look for that stuff so I wouldn't know.

Throw the image into something like IQDB.org and it might pop up with the original for you.
