KYOJÛ TOKUSÔ JUSPION is a sentai series in the Metal Heroes series of shows (known in America as VR Troopers). The series features the female android protagonist, and sidekick to Juspion, Anri. I've only watched a few episodes, but she frequently gets broken or something where she'll freeze. Most of the series is on Youtube, however it is the Portuguese or Spanish dub.
Some people may remember this clip from episode 10 from the "Metal Heros and Heroines Part 2/6" video that was on Youtube awhile back, where Anri jumps in a pool, freezes up, and gets taken out by some bad guys who attempt to reprogram her.
