I'm not sure if many of you here are Kikaider fans but..

The Kikaider Reboot features the (new and updated) Mari, played by (the beautiful) Maryjun Takahashi. Mari is also known as ARK Project Android BJX-2, a combat android based on the original Bijinder.

She has glowing blue eyes and her arms can transform into a plasma cannon. Now where have I seen that before?
