Fairly certain that's a Big Sister from Bioshock, which, as I understand it, is sorta cyborg, sorta so-bio-teched-up-it's-magic. Also creepy.

Yep, that's a Big Sister from Bioshock 2. Not sure if the Big Sisters are the same as the Daddies (I don't think so), but basically it's a package of human organs bonded and sealed into a leather and brass envelope shaped like a diving suit.
