Could someone advise me for a .gif image modifier to make some girls pic with a opened panel?

GIMP can do that. Take an animated gif (e.g. Joden's Gina-01 from the fembotwiki) and open it, it will show the animation frames as layers. Checking and tweaking the animation is done with Filters->Animation; exporting to animated gif is straightforward when you save a layered gif. Please notice GIFs are limited to 256 colors, so the image quality is rather poor.
You can circumvent that by adding the "GIMP Animation package" plugin (look for "GIMP-GAP"),it can save video files plus it has additional tools which come in handy if you want to create intermediate frames automatically.
