The storyline of the video says as follows.

People had deveroped self-growing-superweapon for a long inter-planet-war. Unexpectedly it began to destroy not only their enemies but also their friends.
Escaping to underground, now scientists have built a state-of-the-art android named "bloody angel". Now she has taken off alone to destroy the core of the superweapon.

The site manager's name is Junjun. The self-introduction says he makes these animations and publishes them at his site and Comic Market (twice a year in Japan).
