They were trying to maintain the "manga" aesthetic with her.
Of course when everyone looks normal except her looking like a Japanese comic book character... its unsettling.

She's supposed to look doll-like and innocent. I understand that they are adding more outlandish looking cyborg characters so her appearance wouldn't look totally out of place.

Tangentially related, and new-to-me, there is a website called Yout.com where you can paste in a YouTube (or Facebook or others) URL and it will create a downloadable file. It looks like they re-record things, so it appears to work when downloading plugins fail.
