It's not as bad as the trailers made it out to look. They got some mileage out of an arguably tiny budget for this kind of film. But, as nobody's likely to be surprised, there's no real story.
Maybe this counts as a spoiler - so be warned....
As far as the android aspects go, they basically went the exact same angle as the Stepford Wives remake. They're basically organic clones, or grown from scratch, but with programmed minds. It doesn't even attempt to explain how or why any of this would be the chosen technology. I'm pretty sure it's because they spent the entire prop and effects budgets on neon lights and computer screens for two sets... And nothing was left to show mechanical robot bits in order to really sell the idea that all of these pretty people really are artificial.
And apparently, the secret desires of every single customer who visits "Vice" is to strangle the shit out of a cute blonde woman. Personally, I would've figured on at least a few sexual encounters along the way.
Not the worst low-budget film ever made, but it's definitely from the part of the film industry that hears the rumors of a better project (HBO's Westworld, Ex Machina) and then rushes to get a few marginal names together to make a knock-off and beat people to the punch topic-wise, in order to cash in on foreign & VOD money.

Like I said, the trailer's worse than the movie. There are little glimpses of what could have been a much better film. But they cut corners in pretty much every way.
Hopefully Westworld will be the best thing since Akta Manniskor, as far as on-screen robot fiction goes. The advance reviews of Ex Machina also sound like they hit the nail on the head. It's already got Alex Garland catapulting into mainstream sci fi deals with major studios.
