Hiro, the dark haired girl is an experimental robot that is being tested to live with humans unobtrusively. Chika, her friend meets her as a young girl. She's one of a few people that knows what Hiro is. Chika grows up with Hiro who remains a teenager / young adult in appearance.
There are only 5 chapters out and publication in English is erratic.

You might try the manga Autophagy Regulation ( http://kissmanga.com/Manga/Autophagy-Regulation ) that I do. But, that isn't a fembot one. I've done some of Danna ga nani wo itteiru ka wakaranai ken which is a cute manga and there's a number of anime shorts on it too. That one is just fun.
